Turkmenistan Airlines has settled its debt to Russia’s air traffic management, Russia’s Federal Air Transport Agency, Rosaviatsia, said in a statement.  Authorities said earlier this week they would ban the carrier from Russian airspace Sept. 19 because of a $220,000 debt for air traffic management service.
